Actually—that’s not true. In fact, with the right policy framework, solving it is surprisingly achievable.
Here’s a straightforward model any city could adopt to accelerate housing production—especially projects that preserve or create units affordable at 30% of 60% AMI:
1. Waive development fees for qualifying projects.
2. Eliminate plan review costs and assign one dedicated planner to coordinate all interagency work from submission to permit issuance.
3. Cap plan review at 30 days to provide certainty and accelerate starts.
4. Empower the assigned planner with the authority to grant necessary variances.
5. Reward the city for enabling housing by directing 10% of property tax revenues from the project back to the building & planning department for the first 10 years.
It’s a simple, aligned-incentive structure: developers get predictability, cities get revenue, and residents get more attainable housing.
Now imagine asking your local government why they aren’t doing this.
